I had the honour on 20th. October, 1896, to petition for promotion by transfer to another Colony, my chief reason being, that, after a residence at that time, of
5 years in Hong Kong it appeared to me that all the posts (any one of which would mean promotion to me) dealing with
Accounts, Correspondence and Stores, or of a similar business nature were ear-marked for officers joining the
service as Cadets.
As pointed out in paragraphs 14 & 16 of my 1896
petition, I had an interview in England with Mr. Osbert
Chadwick, C.E., 0.M.G., (as representing the Government)
for the purpose of enquiring into the possibilities in
the way of promotion &c. should I accept the appointment
then offered.
As stated in paragraph 16 already referred to (which
paragraph I should state was included after having been
submitted to, and having received the approval of Mr.
Chadwick) Mr. Chadwick was under the impression that there
was reasonable hope of advancement by promotion to the
higher posts in the Service and informed me accordingly.
The conditions then obtaining in the Hong Kong Ser-
vice, as explained to me, appeared encouraging and I
decided in consequence to accept the post.
